The Great Lakes Region Child Safety Conference focuses on protecting children in our community, schools, sports, and college. We are bringing leaders and advocates together to focus on keeping children safe at every level, with an emphasis on prevention, accountability, and real-world strategies.

Chris Rozman
Deputy Chief, Staff Services Bureau
Michigan State University
4:00PM • Keeping Your Campus Safe: What Officers, Parents and Faculty Should Know
Chris Rozman is the Deputy Chief, Staff Services Division at Michigan State University and has been with the department since 2001. Rozman has served in a variety of roles including patrol, field training officer, K9 handler, detective and detective sergeant, patrol sergeant and lieutenant, Investigative Division Captain, Public Information Officer, and most recently Interim Deputy Chief of Police overseeing all field operations, patrol services, and community engagement.
Rozman graduated from Michigan State University with his Bachelor of Arts degree in Criminal Justice and from Cleary University with his Master of Science degree in Culture, Change, and Leadership. He is also a graduate of the Michigan State University School of Staff and Command. Rozman serves as a board member for the Families Against Narcotics, Ingham County-Okemos Chapter and as a board member for the Michigan Association of Campus Law Enforcement Administrators (MACLEA). Rozman is passionate about community outreach and engagement with the community. He strives to create a positive organizational culture for officers and employees to succeed.

Noelle Moeggenberg
Prosecuting Attorney
Grand Traverse County
5:00PM • Bullying and Abuse Prevention: Awareness, Response and Reporting
Ms. Moeggenberg was appointed Grand Traverse County Prosecuting Attorney in
December of 2018, after serving as Chief Assistant Prosecuting Attorney from 2013 to
2018, and as Assistant Prosecuting Attorney since 1998. She received her Juris Doctor from
Wayne State University Law School and her Bachelor of Science from Eastern Michigan
University. Prior to working in Grand Traverse County, Ms. Moeggenberg served as an
Assistant Prosecuting Attorney in Hillsdale County from 1997 to 1998.
Ms. Moeggenberg has specialized in the areas of Domestic Violence and Sexual Assault
and has tried hundreds of cases involving these and other crimes. She is a member of a
multi-disciplinary team that responds to cases of child physical and sexual abuse and is a
board member of the Traverse Bay Children’s Advocacy Center. She is a member of the
Rotary Club of Traverse Bay Sunrise, the Grand Traverse, Antrim, Leelanau Bar
Association, Fight Crime – Invest in Kids Michigan Chapter, State Bar of Michigan, the
Prosecution Attorneys Association of Michigan, and the Offender Success Steering Team.

Jenna Baker

Traverse Bay Children’s Advocacy Center (TBCAC) is the regional response enter for child victims and their families who are experiencing allegations of child abuse or neglect, working to provide forensic interviews, family advocacy, trauma therapy, and prevention programming to our community in an effort to promote hope, healing, and justice. Jenna Baker works throughout the six-county service area of TBCAC to develop, organize, and conduct prevention programming. She is passionate about empowering young people, supporting caregivers, and strengthening connections within our community.

James Marsh

6:00PM • Preventing and Responding to Online Exploitation
James R. Marsh has over 30 years’ experience advocating for children, victims, and survivors in state and federal trial courts, federal circuit courts, the United States Congress and state legislatures, and the United States Supreme Court. The organization he founded in Washington, DC—The Children’s Law Center—has helped over 50,000 at-risk and vulnerable children receive free legal advocacy over the past 25 years valued over $125 million. James is the board chair of Child USA, a think tank headed by Marci Hamilton, which engages in research-based public policy advocacy for children.
James has been instrumental in passing major laws on behalf of victims and survivors of childhood sexual abuse including the federal Amy Vicky and Andy Act, the Protecting Young Victims from Sexual Abuse and Safe Sport Authorization Act, the States and Victims to Fight Online Sex Trafficking Act (FOSTA), Masha’s Law, and New York’s Child Victim’s Act. He created the Children’s Justice Fund to serve victims of child trafficking, child sex abuse, online child sexual exploitation, and child pornography.

Rachael Denhollander
Attorney, Author, Educator
Keynote Speaker
7:00PM • Supporting Injured Students Through Trauma-Informed Care
Rachael Denhollander is an attorney, author, advocate, and educator who is recognized as a leading voice on the topic of sexual abuse. She became known internationally in 2016 as the first woman to pursue criminal charges and speak publicly against USA Gymnastics’ team doctor Larry Nassar, one of the most prolific sexual abusers in recorded history. As a result of her activism over 300 women—including numerous Olympic medalists—came forward as survivors of Nassar’s abuse, eventually leading to his life imprisonment.
For her work as an advocate and educator on sexual assault, Rachael was named one of TIME
Magazine’s “100 Most Influential People in the World” and one of Glamour Magazine’s “Women of the Year” in 2018. Additionally, she received the “Inspiration of the Year” award from Sports Illustrated, was a joint recipient of ESPN’s “Arthur Ashe Courage Award,” and was named a “Michiganian of the Year” by the Detroit News, along numerous other awards and recommendations. Rachael holds a Juris Doctorate from Oak Brook College of Law and possesses an honorary doctorate from the American University of Paris.
